New York State's legislative districts - last updated in 2002 - are not all drawn alike. In the State Senate, New York City districts include more people than districts upstate, effectively giving upstate residents more voting power. In the Democratic-controlled Assembly, New York City districts tend to have fewer residents. Since then, population changes have made some variations more extreme.
